本招标项目灵寿县人民医院门诊楼、外科楼改造项目施工图设计已由灵寿县数据和政务服务局以灵数政投资[2026]34号批准建设，项目业主为灵寿县人民医院，建设资金来自政府，出资比例为政府100%，招标人为灵寿县人民医院。项目已具备招标条件，现对该项目的设计进行公开招标。

3.1 本次招标对投标人的资格要求如下:

3.1.1 资质要求：投标人须具备独立法人资格，具备建设行政主管部门核发的建筑行业工程设计乙级（含）以上资质或工程设计综合资质，并在人员、设备、资金等方面具有相应的设计能力。

3.1.2 信誉要求：信誉要求：投标人和项目负责人未在“信用中国”网站列入失信被执行人名单（以开标当天投标截止后在“信用中国”网站查询结果为准）

3.1.3 项目负责人资格要求：具备国家一级注册建筑师注册证书

3.2本次招标不接受联合体投标。

四、技术成果经济补偿

本次招标对未中标人投标文件中的技术成果不给予经济补偿。
