Buildings and Foundations Works of Light Crude Oil Main Pump Area (WORK) for the Engineering, Procurement and Construction (EPC) for new Nassiriya Depot Project-Second Round.

1 INTRODUCTION
This RFT document is issued to subcontract the Buildings and Foundations Works of Light Crude Oil Main Pump Area (WORK) for the Engineering, Procurement and Construction (EPC) for new Nassiriya Depot Project.
1.1 China Petroleum Pipeline Engineering Company Limited - Iraq Branch (“CPP”) has, issued this Request for Tender (“RFT”) to selected bidders (each a “Bidder”) in order to obtain bid submissions in relation to the project described in brief in Item 3 below and in more detail in the scope of work set out in Appendix 6 to this RFT (“Scope of Work”).
1.2 Following submission of the Bids, CPP may select one or more Bidder(s) to enter into a legal agreement with CPP in the form set out in Appendix 10 to this RFT (“Agreement”). The Agreement shall detail the Scope of Work, the terms and conditions and agreed fees pursuant to which CPP may engage the selected Bidder(s) to perform all or part of the Scope of Work.
2 DEFINITION
Project Owner: The Oil Projects Company (SCOP)
Tenderee: China Petroleum Pipeline Engineering Company Limited - Iraq Branch
Tendering Agent: China Petroleum Pipeline Material and Equipment Company Limited
Bidder: The subcontractor/service provider who will take part in the Bidding
3 SCOPE OF WORK
3.1 Buildings and Foundations Works of Light Crude Oil Main Pump Area for the Engineering, Procurement, and Construction (EPC) of the New Nassiriya Depot procurement and construction activities shall include, but are not limited to:
Local Control Center for Light Oil Main Pumps;
Lodge Building for 7 Persons in Light Oil Main Pumps Area;
Steel Shed for Gas Turbine and Main Pump;
Pipe Support and Equipment Foundation for Light Crude Oil Main Pump Area;
Pipe Sleeper for Heavy Crude Oil Main Pump Area;
Pipe Supports and Equipment Foundations for External Area of Main Pump Shed.
For detailed requirements and specifications, refer to Appendix 6 of this document.
3.2 Selected Bidder will be engaged to carry out the Buildings and Foundations Works of Light Crude Oil Main Pump Area (WORK) for the Engineering, Procurement and Construction (EPC) for new Nassiriya Depot to enable the construction of above-mentioned work..
3.3 The Scope of Works is to be completed within the timeframe provided by CPP.
4 SUBMISSION OF BIDDING DOCUMENTS
4.1 Bidding documents shall be composed of TWO parts, Technical Proposal (Un-priced) and Commercial Proposal.
In case of any issue needs to be clarified, please inform the Tenderee in a written form (the Clarification Template attached with the RFT Files), and sent to the following email addresses:

If the bidder has any objection to the technical, commercial requirements in the tendering documents, the bidder is requested to clarify in writing to the Tenderee within 7 days of receipt of the tendering documents, and no clarification will be accepted after the deadline. If no clarification is provided to the Tenderee, it will be deemed that the bidder can meet all the technical and commercial requirements. The Tenderee has the right to reject the deviation items pointed by Bidder and regard the bidding documents as unqualified.
4.2 Acquisition of Tendering Documents
Time of receiving the tendering documents (Request for Tender): 9:00 AM on 10th April 2025 to 5:00 PM on 18th April 2025 (Abu Dhabi time, the same below).

4.3 Submission of Bidding Documents
Bidding documents shall be composed of two components, a Technical Proposal (Unpriced) and a Commercial Proposal.
The Technical proposal shall be submitted to bidding@ before 9:00 AM (Abu Dhabi Time), 21st April 2025.
The Commercial proposal shall be submitted to bidprice@ before 9:00 AM (Abu Dhabi Time), 21st April 2025. The Commercial Proposal shall be encrypted. The encrypted password shall be sent to the email box separately: liuming@.
The overdue delivery of the bid documents will be rejected, and the delivery time shall be subject to the time of the designated email ID.
4.4 Should the Bidder fail to submit before the aforesaid deadline, the Proposal Documents will be rejected. The time presented in the e-mail shall be considered as the submission time.
4.5 Before the deadline indicated above, the Bidder is entitled to request the Tenderee to check whether the proposals have been successfully delivered to the assigned email address by sending the email to the undersign.
4.6 Before 3 days ahead of the deadline indicated above, the Bidder is entitled to request the Tenderee to postpone the deadline for no more than 7 days in total in case of puzzles/difficulties happening to the vendors for preparing the bidding documents.

7 Special Instructions to Bidders
7.1 The Bidder shall submit all required bidding documents in both PDF and Editable version to convenient Tenderee evaluation work.
7.2 Tenderee reserves the right of final interpretation for the tendering documents and confirmation of the Buyer.
8 Qualification documents including but not limited to:
The Bidder shall provide the project organization chart and key personnel list.
The Bidder shall provide the Company Registration Certificate at least with the validity to 2025.
The Bidder shall provide the Tax License at least with the validity to 2025.
The Bidder shall provide a list of relevant project experiences in the last three years.
The Bidder shall provide an equipment, manpower, office facilities etc. plan.
The Bidder shall provide a QHSE management plan.
Bidder shall provide financial statement of the past three years.
