根据国家及地方环境保护法律、法规、部门规章、技术规范的规定及要求，对政府投资类建设项目、规划环境影响评价文件进行客观、公开、公正的技术评估，并出具《技术评估报告（或意见）》。同时按采购人的需求进行其它环境影响咨询服务。



自合同签订之日起1年



根据《建设项目环境保护管理条例》（国务院令 第682号）第九条相关规定，环境保护行政主管部门可以组织技术机构对建设项目影响报告书、建设项目报告表进行技术评估，以及《建设项目环境影响技术评估导则》(国家环保部2011年第28号公告)“环境影响技术评估机构接受环境行政部门的委托，根据国家及地方环境保护法律、法规、部门规章、技术规范的规定及要求，综合分析建设项目实施后可能造成的环境影响，对建设项目实施的环境影响评价文件进行客观、公开、公正的技术评估，为环境保护行政主管部门决策提供科学依据而进行的活动”的要求，结合南沙区的实际情况，通过对政府投资类建设项目环境影响评价报告（含海洋环评）、规划环境影响评价报告、建设项目环评日常质量抽查技术复核进行技术评估，实行政府投资类建设项目、规划环境影响报告的技术评估与行政审批相分离的环评审批制度,同时按采购人业务要求提供的其它相关环保技术咨询服务。
