1. 招标条件

1.1本招标项目 安岳县石羊镇华严洞村2022年中央财政以工代赈 项目 (项目名称)已由 安岳县发展和改革局 （项目审批、核准或备案机关名称）以 安发改审批【2021】310号 （批文名称及编号）批准建设，项目业主为 四川省安岳县石羊镇人民政府 ，建设资金来自 政府投资 （资金来源），出资比例为 国家以工代赈补助资金及项目区地方政府配套 ，招标人为 四川省安岳县石羊镇人民政府 。项目已具备招标条件，现对该项目的 一个标段 施工进行公开招标。

1.2本招标项目为四川省资阳市行政区域内的国家投资工程建设项目， 安岳县发展和改革局 （核准机关名称）核准（招标事项核准文号为 安发改审批【2021】310号 ）的招标组织形式为 委托招标 。招标人选择的招标代理机构是 四川均赫工程项目管理有限公司 。

2. 项目概况与招标范围

2.1 建设地点： 安岳县石羊镇华严洞村内 ；

建设规模： 改建加宽3.0m乡村旅游道路，原道路路面宽3.5m改建加宽3m到6.5m，长度1.02km；拆除原有老旧石步梯（宽度1.5~2m），新建石梯步并且加宽至4m，石梯步长130m；步游石梯步两侧土地平整绿化500m2，具体以工程量清单为准。 ；

3.投标人资格要求

3.1本次招标要求投标人须具备 □ 水利水电工程 ? 公路工程 □ 市政公用工程 企业资质，近 3 年（ □ 已完工的 □ 已完工的或正在施工的） 1 个类似项目（类似项目指： 类似本次招标范围内相关业绩合同等，详见投标人须知10.1 ），并在人员、设备、资金等方面具有相应的施工能力。

3.2本次招标 不接受 联合体投标。

3.3各投标人均可就上述合同标段中的 1 个(具体数量)合同标段投标。招标人 □ 允许 ? 不允许投标人拟派的同一批项目主要人员（项目经理、技术负责人和其他主要人员）在 2 个及以上标段任职。
