1. 招标条件

1.1 本招标项目 四川省什邡市大熊猫国家公园保护管理设施项目 (项目名称)已由 什邡市发展改革和科技局 (项目审批、核准或备案机关名称)以 什发科投资[2020]238号 （批文名称及编号）批准建设 ，项目业主为 什邡市自然资源和规划局 ，建设资金来自 财政资金 （资金来源），项目出资比例为 100% ，招标人为 什邡市自然资源和规划局 。项目已具备招标条件，现对该项目的施工进行公开招标。

1.2 本招标项目由 什邡市发展改革和科技局 （核准机关名称）核准（招标事项核准文号为 什发科法规[2021]10号 ）的招标组织形式为 委托招标 。 招标人选择的招标代理机构是四川中昕工程项目管理有限公司。

2. 项目概况与招标范围

2.1 建设地点：什邡市蓥华镇

2.2 建设规模：新建围栏及检查哨卡、门禁系统、停车场等。

2.3 标段投资额： 本项目标段控制价2328332.58元。

2.4 计划工期：120日历天。

2.5 招标范围：本项目施工图及工程量清单所示的全部施工内容。

2.6 标段划分：本次招标共施工 1 个标段。

3. 投标人资格要求

3.1 本次招标要求投标人须具备

3.1.1资质条件： 具有国家建设行政主管部门颁发的建筑工程施工总承包三级及以上资质 。

3.1.3项目经理的资格要求

? 项目经理（项目负责人）资格： 建筑工程专业二级及以上 (注册专业)（级别） 建造师，具有省级及以上住房城乡建设主管部门颁发的安全生产考核合格证（B证）， / （业绩要求） ，须为本单位人员（若为联合体投标，须为联合体牵头人人员）。

3.2 本次招标 不接受 联合体投标。

3.3 各投标人均可就上述 1个 (具体数量)标段投标 。

注：

（1）若划分标段，则填写标段序号；若划分为两个及以上标段，应分别明确各标段的具体内容、划分情况。

（2）招标人对投标人的资质要求，应是国家对投标人资质的强制性规定。不是国家规定必须具备的资质，不得作为资质要求。

（3）招标人对投标人的类似项目业绩要求，设置的投资额、面积、长度等规模量化指标不得高于本次招标工程相应指标，类似项目业绩的定义应明确，用语准确无歧义。
