合同履行期限：本项目服务资格期限为自合同签订生效之日起一年。

二、申请人的资格要求：

1.投标供应商应具备《政府采购法》第二十二条规定的条件，提供下列材料：

1）具有独立承担民事责任的能力：投标人必须是具有独立承担民事责任能力的法人或其他组织（投标文件中须提供法人或其他组织的营业执照等证明文件的复印件加盖投标人公章）；

2）有依法缴纳税收和社会保障资金的良好记录：投标人应具有依法缴纳税收和社会保障资金的良好记录（投标文件中须提供2022年任意一个月已依法缴纳税收和社会保障资金的证明文件复印件加盖投标人公章；若依法无需缴纳税收或社会保障资金的，则提供相应的证明材料）；

3）具有良好的商业信誉和健全的财务会计制度：投标人应具有良好的商业信誉和健全的财务会计制度（投标文件中须提供2022年任意一个月的会计报表复印件加盖投标人公章；

4）履行合同所必需的设备和专业技术能力：投标人须持有有效的省级自然资源管理部门出具的土地评估机构的备案证明文书（投标文件中须提供土地评估机构的备案证明文书复印件加盖投标人公章）；

5）参加采购活动前3年内，在经营活动中没有重大违法记录：投标人近三年以来（参加本政府采购项目活动之日开始计算）在经营活动中没有重大违法记录（提供声明函原件）；

2.落实政府采购政策需满足的资格要求：

合同包1(珠海市自然资源局金湾分局2022-2023年计收地价及收地评估)落实政府采购政策需满足的资格要求如下:

采购包整体专门面向中小企业，投标人必须是《政府采购促进中小企业发展管理办法》（财库﹝2020﹞46号）所规定的中小企业；提供《中小企业声明函》原件。

备注：1、若投标人为符合《财政部民政部中国残疾人联合会关于促进残疾人就业政府采购政策的通知》（财库〔2017〕141号）的规定残疾人福利性单位，并在投标文件中提供《残疾人福利性单位声明函》原件，则视同小型、微型企业，享受促进中小企业发展的政府采购政策；2、若投标人为符合《财政部司法部关于政府采购支持监狱企业发展有关问题的通知》（财库[2014]68号）的规定监狱企业，并在投标文件中提供由省级以上监狱管理局、戒毒管理局(含新疆生产建设兵团)出具的属于监狱企业的证明文件，则视同小型、微型企业，享受促进中小企业发展的政府采购政策)。

*被列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单，不得参加本项目的投标活动；

*单位负责人为同一人或者存在直接控股、管理关系的不同供应商，不得同时参加本项目的投标活动；
