一）收集、整理区域防洪、抗旱基本资料，包括气象水文、经济社会、河道湖库蓄泄洪水能力、防洪抗旱工程和非工程措施现状、相关水利规划等。 二）编制梅州市重要江河洪水调度方案。按照《洪水调度方案编制导则》（SL596-2012）的要求，编制梅州市梅江、汀江、程江、石窟河等4条重要江河的洪水调度方案。 三）建设重要水库实时洪水调度模块。 四）编制梅州市重要江河湖库和重要水工程抗御旱灾调度方案。
