1．招标条件

1.1本招标项目通江县方田坝水库扩建工程附属工程（水保环保管理房）（第二次）（项目名称）已由通江县发展和改革局(项目审批、核准或备案机关名称)以通发改[2014]361号（批文名称及编号）批准建设，项目业主为通江县供排水公司，建设资金来自财政资金（资金来源）。项目出资比例为100%，招标人为通江县供排水公司。项目已具备招标条件，现对该项目的/标段施工进行公开招标。

1.2本招标项目为四川省行政区域内的国家投资工程建设项目，通江县发展和改革局（核准机关名称）核准（招标事项和核准文号为通发改［2015］114号）的招标组织形式为委托招标。招标人选择（本招标项目在省发展改革委指定比选网站上的项目编号为PF20141205014）的招标代理机构是：重庆招标采购（集团）有限责任公司。

2.项目概况与招标范围

2.1建设地点：通江县民胜镇方山村。

2.2建设规模：环境保护与水土保持工程：环境保护标志标识牌，监测系统，环境保护临时措施，管理房、弃渣场区、料场区、左右坝肩区的水土保持等工程；管理房：450m2管理房建设，总平绿化，门卫室，围墙长275.36m等。

2.3招标范围：本次施工图和工程量清单所示全部内容。

2.4计划工期：120日历天。

2.5质量标准：符合现行国家有关工程施工验收规范和标准的要求合格。

2.6标段划分：施工一个标段。

3.投标人资格要求

3.1本次招标要求投标人须具备独立法人资格，并具有国家建设行政主管部门颁发的资质为水利水电工程施工总承包三级及以上资质，近五年（2016年1月1日以来）至少完成1个类似项目业绩，并在人员、设备、资金等方面具有相应的施工能力。

3.2本次招标不接受联合体投标。

3.3招标人不允许投标人拟派的同一批项目主要人员（项目经理、技术负责人和其他主要人员）在2个及以上标段任职。

4.招标文件的获取

4.1凡有意参加投标者，请于2021年2月10日00时00分（北京时间，下同）至2021年2月18日23时59分登陆巴中市政务服务和公共资源交易服务中心网站（http://zwhjy.cnbz.gov.cn/）“公共资源交易平台”中“建设工程招标投标”通过数字证书下载招标资料（招标文件、工程量清单、施工图纸等）。



4.2 招标人不提供其他任何报名和招标文件获取的方式。



投标文件的递交

5.1投标文件递交的截止时间（投标截止时间，下同）为2021年3月10日9时00分，地点为巴中市政务服务和公共资源交易中心本项目开标厅（巴中经开区红星街70号）本项目开标室。。

5.2 逾期送达的或者未送达指定地点的投标文件，招标人不予受理。



发布公告的媒介

本次招标公告在全国公共资源交易平台（四川省）、《四川建设网》、《巴中市政务服务和公共资源交易中心网》上发布。
