1.招标条件

1.1 本招标项目巴中市杨家坝YJB-12号地块道路建设项目设计、施工总承包已由巴中市发展和改革委员会以巴发改审〔2020〕51号批准建设，项目业主为巴中市土地储备中心，建设资金来自中坝、杨家坝土地储备专项债券资金，项目出资比例为 100% ，招标人为巴中市土地储备中心。项目已具备招标条件，现对该项目进行公开招标。

1.2 本招标项目为四川省行政区域内的国家投资工程建设项目，巴中市发展和改革委员会核准（招标事项核准文号为巴发改审〔2020〕51号）的招标组织形式为（□自行招标；?委托招标）。招标人选择的招标代理机构是四川君政工程项目管理有限公司。



2.项目概况与招标范围

2.1标段划分：1个标段。

2.2建设地点：巴州区杨家坝片区。

2.3建设内容及规模：项目起点K0+000（坐标为X=23282.995,Y=82589.142）接南场大桥，K0+000～K0+046段已施工，本项目施工红线起点按K0+046（坐标为X=23261.850，Y=82629.995）计，终点K0+372.532（坐标为X=23111.752,Y=82919.984）接规划路K0+390，道路全长372.53米。主要建设内容包括道路工程、交通工程、排水工程、照明工程、绿化工程（行道树）及配套附属设施等。道路类别为城市次干道，设计速度30km/h，交叉口设计速度15km/h；设计路宽30m；标准横断面形式为：4.5m人行道+2.5m非机动车道+2×3.5m机动车道+2m中央分隔带+2×3.5m机动车道+2.5m非机动车道+4.5m人行道；路面设计标准轴载BZZ-100；交通设计年限为15年；路面材料为沥青混凝土；路面结构设计基准期为15年；城市防洪为50年一遇设防。

2.4计划工期：设计施工总承包建设工期：180日历天。

2.5招标范围：本项目的设计（指施工图设计）、施工总承包直至竣工验收合格和整体移交及工程缺陷责任期内的保修工作。



3.投标人资格要求

3.1本次招标要求投标人须具备独立法人资格，具有市政公用工程施工总承包叁级及以上资质、工程设计市政行业乙级及以上资质，并在人员、设备、资金等方面具有相应的设计及施工能力。

3.2本次招标接受联合体投标。联合体投标的，应满足下列要求：联合体成员数量不超过2家；联合体牵头人必须为市政公用施工总承包叁级及以上资质的单位；联合体各方应按规定签订联合体协议书，并明确联合体牵头以及各方的职责与分工；联合体各成员单位不得再以本单位的名义独立或与其他单位组成联合体参加本项目的投标，2017年以来承担1个

市政道路类的EPC项目（联合体各方提供均可）。

3.3各投标人均可就上述标段投标，但可以中标的合同数量不超过 1个标段。

企业注册地不在四川省行政区域内的外地企业，须提供有效的《四川省省外建筑企业入川承揽业务验证登记证》或带二维码的《四川省省外施工、监理入川承揽业务信息录入证》或《四川省省外勘察、设计入川承揽业务信息录入证》等）。



4.招标文件的获取



4.1凡有意参加投标者，请于 2021 年2月8日 00 时 00 分至2021 年2月12日 23 时 59 分登陆巴中市政务服务和公共资源交易服务中心网站（http://zwhjy.cnbz.gov.cn/）“公共资源交易平台”中“建设工程招标投标”通过数字证书下载招标文件。



4.2招标人不提供其他任何报名和招标文件获取的方式。



5.投标文件的递交



5.1 投标文件递交的截止时间（投标截止时间，下同）为2021年3月10日9时00分，地点为：巴中市公共资源交易服务中心（巴中市经济开发区红星路70号(市民之家4楼)本项目开标室）。



5.2 逾期送达的或者未送达指定地点的投标文件，招标人不予受理。



6.发布公告的媒介

本次招标公告在四川建设网全国公共资源交易平台（四川省）、巴中市政务服务和公共资源交易服务网站、四川建设网(发布公告的所有媒介名称）上发布。
