坦桑尼亚Karema港码头及疏浚工程建设资金已落实，根据项目建设需求，对工程需用的物资进行招标采购。本项目拟用的钢筋已具备招标条件，现采用电子化招标投标方式进行公开招标，招标人为XIAMEN ONGOING GROUP CONSTRUCTION COMPANY LIMITED。

Funding has been secured for the construction of Design And Build For Karema Port On Lake Tanganyika-Kigoma. According to the construction requirements of the project, the rebarneeded for the project shall be purchased by bidding, and now the electronic bidding method shall be adopted for public bidding. The bidder is XIAMEN ONGOING GROUP CONSTRUCTION COMPANY LIMITED.

1.1 项目概况Project Overview

本工程位于坦桑尼亚西部与刚果共和国交界处,坦噶尼喀湖东岸。拟建Karema港距kigoma内湖港约400km，距达累斯萨拉姆港约1300km，距离卡塔维地区省会Mpanda市约120km。本工程为新建钢板桩码头及陆域形成项目，主要工程内容有钢板桩码头、港池及航道疏浚、后方堆场及道路、防波堤、辅助建筑物辅助建（构）筑物等。

The project is located on the eastern bank of Lake Tanganyika, on the border between western Tanzania and The Republic of Congo. The proposed Karema port is about 400km from Kigoma Inner Lake port, about 1300km from Dar es Salaam port, and about 120km from Mpanda City, capital of Katawi region. This project is a new steel sheet pile wharf and land area formation project, the main project content includes steel sheet pile wharf, harbor pond and channel dredging, rear yard and road, breakwater, auxiliary building auxiliary construction (structure), etc.

1.2 招标内容The tender content

本次招标内容为钢筋，钢筋详细规格型号等见附表。

The bidding content is rebar, and the detailed specifications and models of rebarare shown in the attached table.

2.投标人资格要求Bidder qualification requirements

（1）在坦桑尼亚境内依法登记注册，符合项目经营范围，能够独立承担民事责任、具有独立企业法人资格；

Registered in Tanzania in accordance with the law, in line with the project business scope, able to bear civil liability independently, with the status of an independent enterprise legal person;

（2）遵守坦桑尼亚法律、法规，具有良好的信誉；并在人员、设备、资金等方面具备相应的能力；

Abide by Tanzanian laws and regulations, and have good reputation;And have the corresponding ability in personnel, equipment, funds and other aspects;

（3）具有履行物资供应合同的能力和良好履约记录；

Ability to perform material supply contracts and good performance record;

（4）具有良好的资金财务状况；

Having good capital and financial position;

（5）投标人需在投标文件中明确注明钢筋品牌，供货过程中如与投标文件中品牌不一致，招标人有权终止合同；

The bidder shall clearly indicate the rebarbrand in the bid documents. If the brand in the supply process is inconsistent with that in the bid documents, the tenderee shall have the right to terminate the contract;

（6）本次招标物资发票开具方式为一票制，投标人应具备开具可抵扣税率为18%的EFD receipt；

The material invoice for this tender shall be issued on a one-ticket basis, and the bidder shall be able to issue EFD RECEIPT with a deductible tax rate of 18%.

（7）代理商需有厂家的授权许可或销售资格证明，本次招标可接受同一厂家的多家授权投标人，并且提供钢筋厂的质量管理体系认证证书钢筋的出厂检测报告；

The agent shall have the manufacturer's authorization license or sales qualification certificate. This bidding can accept multiple authorized bidders from the same manufacturer, and provide the factory's quality management system certification certificate of rebarfactory's factory inspection report;

3.投标人注册Bidder registration

凡通过资格审查有意参加本次投标的合格投标人，须注册成为中国交建物资采购管理信息系统（http://ec.ccccltd.cn/en）的在册供方，并选择参与本次投标。（新注册时推荐单位请选择中交海洋建设开发有限公司；如已注册且推荐单位为其他公司，请选择增加合作单位中交海洋建设开发有限公司）

Any eligible bidder who passes the qualification examination and intends to participate in this tender shall be registered as a registered supplier of China Communications Construction Materials Procurement Management Information System (http://ec.ccccltd.cn/en) and choose to participate in this tender.

4.招标文件的获取Acquisition of bidding documents

投标人于2021年2月6日14:00至2020年2月12日16：00通过远程登录电子化平台：中国交建设备物资采购管理信息平台（http://ec.ccccltd.cn/en）点击参与并下载招标文件。

The bidder shall log on the China Communications Construction Equipment and Materials Procurement Management Information Platform (http://ec.ccccltd.cn/en) remotely from 14:00 on February 6, 2021to 16:00 onFebruary 12, 2021and click to participate and download the bidding documents.

5.投标文件的递交Submission of tender documents

本次招标采用线上开标的方式，投标人通过远程登录电子化平台（网址：http://ec.ccccltd.cn/en）上传投标文件。

The tender will be opened online, and the bidder will upload the tender documents through the remote login electronic platform (website: http://ec.ccccltd.cn/en).
投标时间为：2021年2月12日16:00至 2021年2月17日 16 ：00分。递交时间即为上传成功时间，逾期未上传成功的投标文件，招标人不予受理。投标截止时间即为开标时间。

The bidding time is from 16:00 on February12, 2021to 16:00 on February17, 2021.The submission time is the successful uploading time. The bid inviter will not accept the bid documents that fail to be uploaded after the deadline.The bid closing time is the bid opening time.
