1、 招标条件 1.1本招标项目通江县红军街片区老旧小区改造配套基础设施建设项目规划设计（第三次）(项目名称)已由通江县发展和改革局(项目审批、核准或备案机关名称)以通发改〔2021〕512号（批文名称及编号）批准建设，项目业主为通江县房产管理局，建设资金来自争取上级补助及地方配套（资金来源），项目出资比例为100%，招标人为通江县房产管理局。项目已具备招标条件，现对该项目的设计进行公开招标。 1.2本招标项目由通江县发展和改革局（核准机关名称）核准（招标事项核准文号为通发改〔2021〕512号）的招标组织形式为委托招标（□自行招标?委托招标）。招标人选择的招标代理机构是北京国泰建中管理咨询有限公司。

2、 项目概况与招标范围

2.1工程名称：通江县红军街片区老旧小区改造配套基础设施建设项目规划设计（第三次）

2.2工程地点：通江县诺江镇

2.3建设概况及规模：通江，是川陕革命根据地的首府。中华苏维埃共和国第二大苏区。曾经无数的革命英雄战斗在这里，无数英雄的灵魂埋葬在这里，在规划设计中要体现通江的特色。这里革命遗址和石刻标语遍及城乡，仅主要革命遗址多达50多处。红四方面军总指挥部和总政治部旧址、红场、列宁公园、巨幅石刻标语等均保存完好。建设规模：红都小区、邮电小区、文庙街小区、书院街小区、川剧团小区、烟草公司小区、民政局小区、工商局小区、医药公司房改房等9个老旧小区配套基础设施进行建设，主要建设内容为:川陕首府党政军机关团体机构构筑物恢复、历史街区改造、小区道路升级改造49190平方米、供排水管网12713米、雨污分流管网改造5123米、外墙立面、楼梯维修、消防、安防、移动通信等基础设施，燃气管网13477米、电力通讯管网14595米。环境整治，绿化亮化、无障碍设施、公共服务设施、智能物业管理系统、停车场、物管用房、便民超市、日照中心、小区内安全设施电动自行车及汽车充电设施、智能快件箱、文化休闲设施、体育健身设施、红军大道改造规划（含临河建筑吊脚楼改造方案）等。

2.4招标范围：包括但不限于本项目建设范围内的总体策划、红色旅游专题研究、旅游总体规划、修建性详细规划及建筑改造方案设计、景观设计、项目涉及范围所有建设内容初步设计和施工图设计、工程预算等相关工作。

2.5设计周期：策划和规划设计30日历天，施工图设计15日历天，共45日历天。

2.6标段划分：设计1个标段。

3、 投标人资格要求

3.1本次设计招标要求投标人须具备独立企业法人资格；具有建设行政主管部门颁发的城乡规划编制乙级及以上资质和建筑工程设计乙级及以上资质。设计单位注册地不在四川省行政区域内的省外企业须提供在有效期内《四川省入川从事勘察设计活动验证登记 证》或带二维码的《四川省省外勘察、设计入川承揽业务信息录入证》。

3.2本次招标接受联合体投标，联合体成员总数不超过2家，且联合体牵头人必须为规划编制单位。

4.1凡有意参加投标者，请于2021年 01 月6 日00时00分（北京时间， 下同）至2021年 01 月 11日23时59分59秒开始登陆巴中市人民政府政务服务和公共资源交易服务中心网站（http://zwhjy.cnbz.gov.cn/）“公共资源交易平台”中“建设工程招标投标”通过数字证书下载招标资料（招标文件、工程量 清单、施工图纸等）。

4.2招标人不提供其他任何报名和招标文件获取的方式。



投标文件的递交

5.1投标文件递交的截止时间（投标截止时间，下同）为2021年01月27日09时00分，地点为巴中市政务服务和公共资源交易服务中心（巴中经开区红星街70号市民之家4楼）。

5.2逾期送达的或者未送达指定地点的投标文件，招标人不予受理。
