二、申请人的资格要求：

1.满足《中华人民共和国政府采购法》第二十二条规定;

2.落实政府采购政策需满足的资格要求：无。

3.本项目的特定资格要求：

合同包1(鹤岗市农村公路养护维修工程)特定资格要求如下:

(1)投标人须具备行政主管部门颁发的公路工程施工总承包叁级（含叁级）及以上资质。

(2)拟参加本项目的潜在供应商拟派项目经理须具备公路工程专业贰级（含贰级）及以上建造师注册证书，并持有效的B类安全生产考核合格证，未担任其他在建工程项目的项目经理（提供承诺，格式自拟。），且为本单位合法在职人员，提供有效连续3个月（2022年07月至2022年09月）本单位为其缴纳的社保证明材料；

(3)项目管理机构人员配备：技术负责人1人（具有相关专业中级及其以上职称）、施工员1人（岗位证书）、质量员1人（岗位证书）、安全员1人（具有C类安全生产考核合格证书）；
