四、合格投标人的资格要求

1、符合政府采购法第二十二条（1.具有独立承担民事责任的能力；2.具有良好的商业信誉和健全的财务会计制度；3.具有履行合同所必需的设备和专业技术能力；4.有依法缴纳税收和社会保障资金的良好记录；5.参加政府采购活动前三年内，在经营活动中没有重大违法记录；6.法律、行政法规规定的其他条件）规定的投标人资格条件；

五、投标报名

凡有意参加投标者，请于2022年10月26日至2022年10月31日（每天上午9：00—11：30，下午13：30—17：00，法定节假日及公休日除外）到浙江恒赫工程管理有限公司（桐乡市梧桐街道中华路628号4楼招标代理部）办理报名手续并获取招标文件。

报名时所需要的资料：1.有效的营业执照副本（复印件加盖公章）； 2.单位介绍信原件或授权委托书原件； 3.报名人有效身份证件（复印件加盖公章）； 4.报名人的联系方式（固定电话、手机及邮箱）。

备注：1.投标人未在规定时间内在采购代理机构办理报名手续的投标文件予以拒收。

六、投标截止时间和地点：

投标人应于2022年11月16日13:30时前将投标文件密封送达到桐乡市屠甸镇人民政府八楼809会议室并完成投标签到，逾期送达、不按要求提交或未密封的投标文件将予以拒收。

七、开标时间及地点：

本次招标将于2022年11月16日13:30时在桐乡市屠甸镇人民政府八楼809会议室开标，投标人可派授权代表持授权委托书和有效身份证明出席开标会议。
