二、申请人的资格要求：

1.满足《中华人民共和国政府采购法》第二十二条规定：

（4）有依法缴纳税收和社会保障资金的良好记录；

3.本项目的特定资格要求：

合同包1(Y015-春发号下点农村道路工程施工)特定资格要求如下:

(1)1、供应商必须具备国家建设行政主管部门颁发的公路工程施工总承包三级及以上资质，并具有安全生产许可证且在有效期内；（扫描件附在响应文件中）；2、拟派驻的项目经理须持有公路工程专业贰级及以上建造师注册证书（以网站上查询为准）并取得省级交通运输主管部门核发的行业类别代码为G（公路工程）的B类安全生产考核合格证书且在有效期内；未担任其他正在实施公路工程项目的项目经理（以投标供应商出具的未担任其他正在实施项目承诺书为准，承诺书须加盖单位及法定代表人电子签章,格式自拟）；需提供项目经理2021年6月至开标之日期间至少1个月的社保证明（退休人员需提供退休证明）。（扫描件附在响应文件中）；
