3.投标人资格要求

（1）境内投标人须为中华人民共和国境内注册、具有合法经营资格的独立法人；境外投标人须为具有合法经营资格的企业。

（2）自2019年1月1日至今（以合同签订时间为准），投标人应具有1项航空航天产品开发和交付过程相关咨询服务业务，包括程序、改进、分析或者培训。

（3）投标人应当提供在开标日前3个月内由其开户银行开具的银行资信证明的复印件。

（4）投标人须根据自身情况，按照下列要求提供相应证明材料：

A.针对境内投标人：

至投标截止时间，投标人若被人民法院列为失信被执行人，其投标将被否决（提供“信用中国”（

B.针对境外投标人：

如投标人是中华人民共和国境外投标人，则须承诺近三年内没有不良业绩记录或严重质量问题。

（5）本项目不接受代理商。

（6）本项目不接受联合体投标。

4.招标文件的获取
